A functional business hotel in this small city of Goshogawara. It has mostly what you need with the highlights being a traditional Japanese breakfast for $9. However, you don't control the temperature in your room as they control the AC. If the building AC isn't on yours isn't on. Worse, if you open the window to let nice cool air in you also let in many mosquitos as there are no screens. Made for hot nights sleeping there.
