Don’t waste your money
The pool and the grounds of the hotel are nice but that’s about it. The rooms are very outdated and the inside feels more like a cheap motel. The staff are not helpful and very difficult to communicate with. The location is basically in the middle of a construction site. You can definitely find a better place for the money.

Property under new name (twin palms) was run down. We stayed three nights and never saw anyone eat at the restaurant. All of Sihanoukville was under construction (roads and buildings) creating noise till about 9pm. Very dirty town.some nice beach area at Otres 2. Little bit better than koh Rong ( no smell but Koh Rong was prettier but also full of young adults). Snorkelling tour sold by koh Rong dive shop had no fins, changed rental fee for mask (not informed when asked if gear was available) and consisted mostly of driving around. Very little snorkelling! Koh Rong Samloem was dirty at the main pier, had construction but did have lots of shells on the beach

There is no way this is a four star hotel. First impression is the heaps of smelly garbage bags piled up in front and the faded hotel sign with missing letters proved to be quite telling. A 2nd sign out front calls it the Twin Palms Hotel. I was sheepishly told it is now Twin Palms, is under new ownership and that website hasn't yet been updated. The room (except for floor) was mostly clean. Beds were fine and firm. Our AC unit worked until our last night. Salt water pool is long enough to do lengths. The area around it is poorly maintained and falling apart. The mattresses on the lounge chairs are split and the yellowing foam shows through. The areas that were probably flower beds in their time are now just places where garbage collects (the same beer bottle, discarded plastic containers were there the entire 3 nights). There are 2 restaurants, one by the pool and the other by reception. The one by reception only serves breakfast. There is an egg station. There are maybe one or two fruit options. Some white bread by a toaster. At the pool side restaurant, I never saw anyone eat food. The hotel is surrounded by roads that are unpaved with garbage everywhere. There is also lots of heavy construction next to the hotel and roads everywhere are dusty. The worst part is the lack of any pride in maintaining this property. Priced for a 4-star experience but not even close to meeting that standard. I’d be charitable if this were billed as a one star and priced accordingly.

Great hotel
I'm very happy with our stay here. We had previously stated at another hotel on Victory Hill for 2 nights and it simple didn't compare to The Legacy Hotel, which has one of the best pools I've ever been to. The general vibe was chilled and I spent most of my time lounging by the poolside ordering food and drink! The beach is only a few minutes away and the hotel can shuttle you there but unless you can't walk, just take the the stroll! Food is not bad although gets smart after a few days. Fruit platter is good to refresh you. Plenty of restaurants in the area within walking distance. Only negative are the hard beds. Would highly recommend.
